Labels files as they are uploaded to or edited in a particular SharePoint library, taking precedence over lower-priority automatic or policy-default labels while leaving any user-chosen label in place. Files sitting untouched need auto-labelling instead.

Gives a T-SQL window function its window: PARTITION BY, ORDER BY and, if wanted, a ROWS or RANGE frame. Rankings and running totals can then be worked out while every row is kept.
