A Microsoft Purview policy scope that targets a whole location or named users, groups or sites to include or exclude, with no query involved. Unlike an adaptive scope, it does not pick up newcomers automatically, so they have to be added manually.

- Microsoft Purview
Family of Microsoft products for data governance, security and compliance. Its Data Map stores only metadata, such as lineage, schema and classification, never the data itself.
- Exclusions
Scopes taken out of a policy assignment; they can only narrow its coverage, never widen it.
- Scope
Where an access or policy assignment takes effect. It can be set on a single resource, a resource group, a subscription or a management group, and settings flow down from higher levels.
- Adaptive scope
A dynamic way to target Microsoft Purview retention, auto-labelling or communication compliance policies, where a query on attributes such as department selects the users, groups or sites and is re-run every day. A static scope is the fixed alternative.
