Equal in compute to a P1, this Fabric capacity has 64 capacity units. From this size upwards, Power BI content can be opened by people with just a Free licence and the Viewer role.

Terms in this definition
- Fabric capacity
The compute behind Microsoft Fabric, sized in capacity units (CUs). Microsoft recommends F SKUs, purchased via Azure with per-second billing.
- Capacity
A reserved block of compute for a tenant whose size is fixed by its SKU; Fabric F SKUs express it in capacity units (CUs). Workspaces assigned to it unlock features like Copilot, and from F64 upwards people with free licences can view Power BI content.
- Power BI
Microsoft's analytics and reporting service. It reaches data held on-premises through the on-premises data gateway.
- Free licence
Every user gets this Fabric licence on first sign-in. With it, people can build non-Power BI items on F or Trial capacity, but can open Power BI content only when the capacity is F64 or bigger, and need Pro or PPU to share Power BI content.
- Viewer
Holders can look at workspace content and query data via warehouses or SQL analytics endpoints, yet can't change anything. Semantic model RLS and OLS apply to them. It's the lowest-privilege workspace role.
- Role
How an actor normally or expectedly behaves, or the part a person takes in a process. A single actor may hold more than one role.
Related terms
- A SKU
Bought through Azure, these Power BI Embedded tiers (A1 up to A8) let developers place Power BI content inside their own apps. They host Power BI workloads only, not the rest of Fabric; an A4 offers compute equal to a P1 or an F64.
- Embed in SharePoint Online
Shows a report, or one visual from it, inside a modern SharePoint Online page by way of the Power BI web part; the link comes from File, Embed report in the service. Access rules and RLS continue to apply, and anyone viewing it needs a Pro or PPU licence, except when that content is hosted on F64 (or larger) or Premium.
- Fabric trial capacity
Lets an organisation evaluate almost all Fabric workloads at no cost for 60 days, sized at F4 or F64. Once over, items that aren't Power BI content are kept for a week, giving time to move the workspace onto paid F or P capacity.
- Job-level bursting
By default, Spark lets one job consume every burst VCore a capacity has, which is three times its base allocation (384 VCores on F64). Capacity admins can limit each job to the base figure by switching on Disable job-level bursting, but that switch is missing whenever Autoscale Billing for Spark is enabled.
- P1
Fabric F64 is the equivalent of this Power BI Premium capacity size.
- Power BI Pro
A Power BI licence assigned to each user, which lets them build, share and work together on Power BI content beyond their own My workspace. Where the capacity is smaller than F64, anyone viewing Power BI content must also hold Pro, Premium Per User or a personal trial.
- Secure embed
Places a report in an internal website or portal without code: File > Embed report > Website or portal produces an iframe or link. Signing in is required, RLS and item permissions still hold, and every viewer needs Pro or PPU unless the content lives on P capacity or F64 and above.
